The letter is addressed “Dear Colleague” but many recipients perceive its message to include implied threats for discontinued federal funding for school districts that do not comply with its recommended guidelines in dealing with transgender students.
Citing the Title IX civil rights act, the U.S Department of Justice and U.S. Department of Education distributed the “Dear Colleague” letter to districts across the nation. Officials, the letter said, were to view its contents as “significant guidance” in addressing transgender issues in relation to bathrooms, locker rooms and overnight stays.
