It is not uncommon for county commissioners to abstain from voting on a particular issue due to a potential conflict of interest. By state law, the commissioner must publicly announce the conflict and sign a form stating the reason for his or her abstention.
It is much less common, however, to have four of the five commissioners declare such a conflict on a single issue, which is what happened Tuesday evening with an item involving Buckeye Technologies.
