Is 28 years long enough prison sentence for rape, kidnapping?

Ronald Spring was 17 in 1990 when he charged with breaking into a Perry woman’s home, kidnapping her at knife-point, assaulting her and abandoning her in the woods before returning to her residence and attempting to set it on fire.

The woman managed to escape and get help from a home she stumbled upon while walking through the woods.
