    City Council passes budget, immediately eyes changes

    The Perry City Council finalized its budget for the upcoming year with no comments from the public or members themselves Tuesday, adopting a “roll-back” millage rate (6.0716 percent) that will translate to a slight tax decrease for city property owners.

    The budget includes three percent raises for employees and absorbs an 11-percent increase in health insurance costs, city staff said.
