TCI officers charged with allegedly attacking inmate

Less than two days after a mini-riot in which more than a dozen inmates attacked officers, three Taylor Correctional Institution (TCI) have been charged with allegedly assaulting an inmate and falsifying “use of force” reports and incident reports.

Two of the officers, Kenneth Hightower and Steven Hall, had only been with the institution since June and October 2017 respectively. The third suspect, Richard Tuten, was a four-year veteran officer.
