Nearly 25 years after it was first proposed, construction on Foley Cellulose Mill’s 15.3-mile underground pipeline — a key component of the company’s Fenholloway Water Quality project — is finally underway.
The $65 million project is one of several undertaken by Georgia-Pacific to improve water quality along the river by making changes to the mill’s effluent.
