    LEGAL SERVICES FOR THE
    TAYLOR COASTAL WATER & SEWER DISTRICT
    Statement of Services Requested:
    The Board of Commissioners is searching for an attorney to provide legal services for the Taylor Coastal Water & Sewer District. The attorney is to provide legal advice and counsel on all matters pertaining to the operation of a public water and sewer district.Attendance at our monthly board meetings is not required unless specifically requested. Communication via email and phone is acceptable.
    Additionally: 1) The attorney will represent the Board in cases dealing with code enforcement and defend the Board in lawsuits. When needed, the attorney will seek legal remedy for delinquent accounts.
    2) The attorney will advise the Board on federal, state and local statutes as they relate to the operation of the District.
    3) The attorney will serve as the General Counsel to the Board of Commissioners. This statement of services required is not all-inclusive and the attorney selected may be required to perform other services as requested.
    Respondents to this request for legal services shall propose a rate structure for services and discuss the proposed working relationship with the Board of Commissioners. The respondent shall also provide a “resume of legal experience” related to general counsel for a public utility or other related legal services. The respondent shall identify “key personnel” that will be involved in the services requested.

    NOTICE TO BIDDERS
    OBSTRUCTION TREE REMOVAL at
    PERRY-FOLEY AIRPORT
    TAYLOR COUNTY, FLORIDA
    Notice is hereby given that Taylor County will receive sealed bids at the Taylor County Board of County Commissioners, Attn: Clerk’s Office, 108 East Jefferson Street, Perry, Florida 32347 (850) 838-35506 until 4:00 PM local time on Friday, April 3, 2020, for the OBSTRUCTION TREE REMOVAL project at Perry-Foley Airport, Perry, FL. Bids must be submitted in a sealed envelope clearly marked “BID ENCLOSED: OBSTRUCTION TREE REMOVAL PROJECT AT PERRY-FOLEY AIRPORT.” Bids will be opened at the Taylor County Board of County Commissioners meeting to be held on Monday, April 6, 2020 at 6:10 PM local time at the Taylor County Administration Complex, 201 East Green Street, Perry, Florida. Bids will be publicly opened and read aloud.
    The project consists of providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown in the Bid Documents but not necessarily limited to, the following:
    Contractor shall remove all trees and stumps within the areas identified on Sheets C-3 and C-4. The contractor shall remove and properly dispose of the removed trees off of the property from where they were removed. The contractor shall adhere to all federal, state, and local construction requirements for work conducted in wetlands as identified on the sheets.
    The contract time for substantial completion of the work included shall be 60 calendar days from the date of the “Notice to Proceed (NTP).” The final project completion shall be 70 calendar days from the date of the “Notice to Proceed (NTP).”
    Beginning on Wednesday, March 4, 2020 , drawings, specifications, and project documents may be examined by appointment at the Airport Terminal Building of the Perry Foley Airport at 511 Industrial Park Drive, Perry, Florida 32348. Appointments may be made by calling Ward Ketring at Perry Foley Airport at 850-838-3519. Beginning on Wednesday, March 4, 2020, digital copies of the above documents may be obtained from AVCON, INC by contacting 850-678-0050. Bid security in the amount of at least five percent (5%) of the total quote must be submitted with the quote. The quote security may be either a certified check or a proposal guaranty bond executed by a surety company authorized to do business in the State of Florida. Quote security shall be made payable to Taylor County. The successful contractor must be able to furnish proof of required insurance, a 100% Performance Bond, and a 100% Labor and Materials Payment Bond, and shall begin execution of this contract within five (5) calendar days following the date of the Notice to Proceed.
    Funding for this project is being provided by the Florida Department of Transportation and will be subject to all applicable requirements of the U.S. Department of Transportation.
    Taylor County has an approved Disadvantaged Business Enterprise (DBE) Program for Airport Improvement Program projects which the successful contract must comply with. The DBE participation goal for this project is 4.78% and compliance requirements are listed in the project documents.
    A non-mandatory Pre-Bid Conference will be conducted at the Terminal Building of the Perry Foley Airport at 511 Industrial Park Drive, Perry, Florida 32347 on Wednesday, March 11, 2020 at 10:00 AM local time (EDT). Questions relating to the Project Documents will be answered at that time. Attendance by prospective prime contractors is strongly recommended.
    The Taylor County Board of County Commissioners reserves the right, it its sole and absolute discretion, to reject, to cancel, or withdraw this bid at any time and waive any irregularities in the bid process. The County reserves the right to award any contract to the respondent which it deems to offer the best overall service; therefore, the County is not bound to award any contract based on the lowest quoted price. The County, in its sole and absolute discretion, also reserves the right to waive any minor defects in the process and to accept the bid deemed to be in the County’s best interest. No faxed Proposals will be accepted.

    Taylor County Request for Proposals (RFP)
    Program Administration Services
    FFY 2018 Community Development Block Grant(s) and Related Programs
    Taylor County requests proposals from individuals or firms to provide administration services for grant/loan funded projects for community and economic development. The County anticipates receiving a $750,000 2018-2019 Florida Small Cities Community Development Block Grant (CDBG) for housing rehabilitation. The County may also be interested in applying for other CDBG grants in the future, such as but not limited to Economic Development, Neighborhood Revitalization, or Disaster Recovery as appropriate for the County’s needs. Proposers may submit for one or more categories separately. Similarly, additional services may be included in separate contract(s) for services on an ongoing basis (up to three years) to be covered by other grant, loan or traditional funding sources at the discretion of the Taylor County Board of Commissioners. Such sources of funding shall be sought, developed, and managed by the selected consultant(s), as applicable and available. Such sources of funding may include, but not be limited to : SHIP, FEMA, FDEM, USDOC Economic Development Administration Grants, USDA Rural Development Grants and Low-Interest Loans, Department of Environmental Protection Grants and Low-Interest Loans, Special Appropriations and other applicable grant and low-interest loans through the Federal, State, or other public sources. All proposers must have a thorough understanding of and experience with grants and funding requiring compliance with 2 CFR 200, Florida Single Audit Act requirements as defined in OMB Circular A133 and Section 215.97 F.S., Florida Building Codes, URA Compliance, Davis-Bacon Record-Keeping requirements, and all applicable federal and state compliance standards and regulations required to conform with CDBG grants management guidelines and reporting.
