NOTICE (PURSUANT TO FLORIDA STATUTE 125.66)
Notice is hereby given that the Board of County Commissioners of Taylor County, Florida will hold a Public Hearing on the passage of a proposed ordinance creating an exception from connecting to the Taylor Coastal Water and Sewer District. The Public Hearing shall be held at the Board of County Commission Meeting Room, Taylor County Courthouse Annex, Old Post Office Building in Perry, Florida, at the regular Board meeting on MONDAY, OCTOBER 5, 2020, at 6:00 P.M., or as soon thereafter as possible. The title of the proposed ordinance is:
AN ORDINANCE OF TAYLOR COUNTY, FLORIDA; TO AMEND ORDINANCE 2005-3 (COUNTY CODE §66-150 AND §66-151), CREATING AN EXCEPTION FROM CONNECTING TO THE TAYLOR COASTAL WATER AND SEWER DISTRICT; TO PROVIDE FOR AN EFFECTIVE DATE; TO REPEAL ALL ORDINANCES IN CONFLICT HEREWITH.
The proposed Ordinance may be inspected by the public at the office of the Clerk of Circuit Court, located in the Taylor County Courthouse, Perry, Taylor County, Florida.
The Public Hearing may be continued to one or more dates. Any interested party shall be advised that the date, time and place of any continuation of the Public Hearing shall be announced during the Public Hearing and that no further notice concerning the matter will be published.
All members of the public are welcome to attend. Notice is further hereby given, pursuant to Florida Statute 286.0105, that any person or persons deciding to appeal any matter considered at this Public Hearing will need a record of the hearing and may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

a 100-Year Floodplain and Wetland

This is to give notice that the Florida Department of Economic Opportunity (DEO) has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with U.S. Department of Housing and Urban Development (HUD) regulations at 24 CFR 55.20 Subpart C to determine the potential effect the Rebuild Florida Program’s activity in the floodplain and/or wetland will have on the environment.
DEO has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values. The alternatives were: (i) to proceed with the housing rehabilitation of affected homes located within Bay County, Calhoun County, Franklin County, Gadsden County, Gulf County, Holmes County, Jackson County, Leon County, Liberty County, Taylor County, Wakulla County and Washington County and (ii) not undertaking the action “No Action”. No additional alternatives were considered.
The proposed project involves housing rehabilitation to be funded by HUD. The Rebuild Florida Program may include properties located within the floodplain area. At this time, the exact number and locations of the properties to participate in the program are unspecified, however, eligible applicants are homeowners whose primary residence was damaged by Hurricane Michael in the above listed counties. With roughly 823,387.44 acres within the 100-year floodplain, DEO anticipates assisting homeowners throughout the counties as defined above. The Rebuild Florida program will consist of the following activities:
• Repair to, reconstruction or replacement of housing units damaged by Hurricane Michael, which may include code compliance and mitigation against future storm impacts, including elevation.
• The completion of work to homes that have been partially repaired.
• Repairs to or replacement of manufactured, modular and mobile homes impacted by Hurricane Michael.
• Temporary housing assistance based on individual homeowner needs and their participation in the Housing Repair and Replacement Program.
• Temporary housing assistance based on individual tenant needs and their participation in the Housing Repair and Replacement Program.
• Acquisition of substantially-damaged housing units for housing redevelopment or buyout of substantially-damaged properties may also be considered.
This activity will have no significant impact on the environment because of the following mitigation measures that will be taken to minimize adverse impacts:
Option A: Homes to be rebuilt in their original location are to be elevated adhering to the federal and/or state requirements.
Option B: Homes damaged may be relocated to a new area within the current developed property with possible elevation per floodplain requirement.
Option C: Refer the homeowner to the Voluntary Home Buyout Program.
A no action alternative was rejected because no action would not provide the residents with financial assistance to rebuild and recover from Hurricane Michael.
Although the project may be located in the 100 year floodplain and/or wetland, the improvements cannot be undertaken in any other location due to the scope of the project. Therefore, it has been determined there are no practicable alternatives other than to proceed with the outlined work.
The proposed improvements will conform to applicable floodplain protection standards. The proposed action will not affect natural or beneficial floodplain values, and residents of the community will benefit from the project. Failure to provide these improvements will make it difficult for residents to recover from Hurricane Michael.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and/or wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public education tool and can facilitate and enhance federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the federal government determines it will participate in actions taking place in floodplains and/or wetlands, it must inform those who may be put at greater or continued risk.
