    REQUEST FOR RELEASE
    OF FUNDS
    On or about October 12, 2020, the Florida Department of Economic Opportunity (DEO) will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of 2018 Community Development Block Grant-Disaster Recovery funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended. The funds will be used to undertake the Rebuild Florida Housing Repair and Replacement Program for the purpose of completing housing rehabilitation projects related to disaster relief from Hurricane Michael. DEO’s total allocation received in Hurricane Michael disaster recovery funds is $735,553,000. DEO’s Office of Disaster Recovery is directing $246,263,144 to the Housing Repair and Replacement Program, to be used to assist homeowners and rental housing tenants throughout Bay, Calhoun, Franklin, Gadsden, Gulf, Holmes, Jackson, Leon, Liberty, Taylor, Wakulla and Washington counties with the following activities:
    • Repair to, reconstruction or replacement of housing units damaged by Hurricane Michael, which may include code compliance and mitigation against future storm impacts, including elevation.
    • The completion of work to homes that have been partially repaired.
    • Repairs to or replacement of manufactured, modular and mobile homes impacted by Hurricane Michael.
    • Temporary housing assistance based on individual homeowner needs and their participation in the Housing Repair and Replacement Program.
    • Temporary housing assistance based on individual tenant needs and their participation in the Housing Repair and Replacement Program.
    DEO has determined that the activities proposed in the Unspecified Site Strategy are categorically excluded under HUD regulations at 24 CFR Part 58 from the National Environmental Policy Act of 1969 (NEPA) requirements. As eligible sites are located, a site-specific checklist will be completed prior to the commitment of funds for each unit. Additional project information is contained in the Environmental Review Record (ERR), which documents the environmental determinations for this project.     PUBLIC COMMENTS
    Any individual, group or agency may submit written comments on the ERR to HurricaneMichael@deo.myflorida.com or by mail to the address listed above. All comments received by October 9, 2020 will be considered by DEO prior to submission of a request for release of funds.
    ENVIRONMENTAL CERTIFICATION
    DEO certifies to HUD that Reginald Dixon, in his capacity as Director of DEO’s Office of Disaster Recovery, consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows DEO to use the program funds. OBJECTIONS TO RELEASE OF FUNDS
    HUD will accept objections to its release of funds and DEO’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of DEO; (b) DEO has omitted a step or failed to make a decision of finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of the release of funds by HUD; or (d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U.S. Department of Housing and Urban Development (HUD) in the Office of Community Planning and Development at kenneth.m.pinnix@hud.gov. Potential objectors should contact DEO via email at HurricaneMichael@deo.myflorida.com to verify the actual last day of the objection period.

Los fondos se utilizarán para llevar a cabo el Programa de Reparación y Reemplazo de Viviendas de Florida con el propósito de completar los proyectos de reparación de viviendas relacionados con aliviar los desastres provocados por el huracán Michael. La asignación total de DEO recibida como fondos de recuperación de desastres del huracán Michael es $735,553,000.     FLORIDA PACE FUNDING AGENCY
    NOTICE OF INTENT TO USE UNIFORM METHOD OF
    COLLECTING NON-AD VALOREM ASSESSMENTS
    The Board of Directors (the “Board”) of the Florida PACE Funding Agency, a public body corporate and politic, (the “Agency”), hereby provides notice, pursuant to Sections 163.08(2), (3) and (4) and 197.3632(3)(a), Florida Statutes, of its intent to use the uniform method of collecting non-ad valorem assessments for more than one year to be levied within the area encompassed by the boundaries of every county in Florida, or any of the municipalities therein, subscribing to or served by the Agency’s statewide provision of funding and financing to construct or pay for energy conservation and efficiency improvements, renewable energy improvements and wind resistance improvements in accordance with Section 163.08, Florida Statutes (collectively, the “Qualifying Improvements”). By law and resolution of the Agency, a property owner may apply to the Agency for funding and financing of a Qualifying Improvement. The non-ad valorem assessments contemplated by this notice are voluntary and are only imposed by the Agency with the prior written consent authorized by or on behalf of affected property owners who determine to obtain financing for Qualifying Improvements from the Agency. The Agency is authorized by law to fund and finance Qualifying Improvements and is required to annually collect repayment by non-ad valorem assessments. The Board will consider the adoption of a resolution electing to use the uniform method of collecting such assessments as authorized by Section 197.3632, Florida Statutes, at a public hearing to be held at 1:00 p.m. EST, November 10, 2020, the Airport Board Room, Kissimmee Gateway Airport Administrative Offices, 401 Dyer Boulevard, Kissimmee, Florida or at such date and time via teleconferencing in accordance with the Governor’s Executive Order 20-69 as amended or supplemented. Such resolution will state the need for the levy and will contain a legal description of the boundaries of the real property that may be subject to the levy – which is the entirety of the State of Florida. Copies of the proposed form of resolution are on file at the office of Counterpointe Energy Solutions (FL) LLC, Third Party Administrator for the Florida PACE Funding Agency, 2600 Maitland Center Parkway, Suite 163, Maitland, Florida 32751, email: gov@counterpointees.com. All interested persons are invited to present oral comments at the public hearing and/or submit written comments to the Board at the above address. In the event any person decides to appeal any decision made by the Agency with respect to any matter related to the consideration of the resolution at the above-mentioned public hearing, a record of the proceeding may be needed and in such an event, such person may need to ensure that a verbatim record of the public hearing is made, which record includes the testimony and evidence on which the appeal is to be based.     STATEMENTS OF QUALIFICATIONS
    The Taylor County Board of County Commissioners, in conformance with the Consultants’ Competitive Negotiations Act (CCNA), Florida Statutes §287.055, et seq. and the policies and procedures of Taylor County is soliciting sealed statements of qualifications from qualified professional engineering firms that are interested in providing engineering services for coastal dredging projects that require studies, design, plan production, and construction inspection/management services.
    Qualified firms or individuals desiring to provide the required products or services must submit five (5) packages in a sealed envelope or similar package marked “Sealed SOQ for Engineering Services – Taylor County Coastal Dredging” to the Clerk of Court, 1stFloor Courthouse, 108 North Jefferson Street, Suite 102, Perry, Florida 32347, to arrive no later than 4:00 P.M., local time, on Friday October 30, 2020.
