    Early Notice for Public Review of a Proposal to Support Activity in
    the 100-Year Floodplain

    This is to give notice that the City of Perry, Florida has determined that the following proposed action under the Florida Commerce Community Development Block Grant (CDBG) program and Grant No. H2594 affects areas in the 100-year floodplain. The City of Perry will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management.
    The proposed CDBG project includes street repaving with complementary sidewalk and signage improvements on W. Main Street and W. Drew Street from U.S. Road 19 to Center Street, which is a total of 6,256 Linear Feet (LF). In addition, the project will include repaving and complementary sidewalk and signage improvements to Green Street from U.S. Road 19 to Center Street; Washington Street from Ellis Street to Lafayette Street; Faulkner Street from Drew Street to Leon Street; Orange Street from Ellis Street to Lafayette Street; and Quincy Street from Ellis Street to Lafayette Street, for a total of to 9,041 LF. The project will also include repaving 4,220 square yards of parking lots, including: 1. Bay Street-Jefferson Street Parking Lot, 2. Drew Street-Jefferson Street Parking Lot, 3. Orange Street-Main Street Parking Lot; and 4. Washington Street-Green Street Parking Lot.
    Portions of these roadways and parking areas are mapped by FEMA as being affected by the 100-year floodplain. The maximum total area that could be affected by these proposed repaving activities is 4.03 acres. The proposed project is located in the downtown area of the City of Perry, Taylor County, Florida.
    There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplains, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comments about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
    Written comments must be received by Mr. John Hart III, City Manager at 224 S. Jefferson Street, Perry, FL 32347, (850) 584 7161 on or before June 2, 2025. Please note that a minimum 15 calendar day comment period begins the day after publication and ends on the 16th day after publication. Comment periods that end on a weekend or holiday are extended to the next business day. A full description of the project may be reviewed from 9:00 am to 4:00 pm at the Perry City Hall at 224 S.     This is a demanding volunteer position that meets regularly to discuss operations of the Taylor County Sports Complex. TCRAB members must be a registered voter of Taylor County and a current resident of the County. Appointees are representatives of all sports played at the County Sports Complex including, but not limited to, soccer, football, baseball, softball, basketball, tennis, and users of the trail.

Bids will be opened at 9:15 A.M. and tabulated at this time at the Finance Office and then presented to the Board for action at the next scheduled meeting.
