    INVITATION TO BID
    The Taylor County Board of County Commissioners is soliciting sealed proposals for construction of the Pinecrest Street Sidewalk (LAP) Project.
    FDOT Pre-qualified contractors in “Sidewalk” construction, desiring to provide the required services, must submit five (5) packages in a sealed envelope or similar package marked “Sealed Proposal for Pinecrest Street Sidewalk (LAP) Project” to the Clerk of Court, 1st Floor Courthouse, 108 North Jefferson Street, Suite 102, Perry, Florida 32347, to arrive no later than 4:00 P.M., local time, on October 3, 2025. All Proposals MUST have the respondent’s name and mailing address clearly shown on the outside of the envelope or package when submitted. Proposals will be opened and respondents announced at 6:05 P.M. local time, or as soon thereafter as practical, on October 6, 2025, in the Taylor County Administrative Complex, 201 East Green Street, Perry, Florida 32347.

    TAYLOR COUNTY
    PUBLIC HEARING NOTICE
    The Florida Department of Commerce is making available $400 million in CDBG-DR funding to communities impacted by Hurricanes Idalia, Debby, Helene, Milton and/or North Florida Tornados. Taylor County Taylor County plans to apply to the Rebuild Florida Infrastructure Repair Project for the following projects:

    1. Steinhatchee/Keaton Beach Canal Dredging Project – $15 million to complete dredging of the Steinhatchee basin and Keaton Beach canals.
    2. Cedar Island, Dark Island, Dekle Beach, and Spring Warrior Canal Dredging Project – $30 million to complete engineer design and dredging of the Cedar Island, Dark Island, Dekle Beach and Spring Warrior canals.
    3. Jody Morgan Road Paving Project – $18.2 million Requested funds to pave, widen, and make stormwater improvements to Jody Morgan Road.
    4. Fire Stations at Keaton Beach and Shady Grove – $2 million to replace the fire stations at Keaton Beach and Shady Grove.
    5. Emergency Shelter Project – $8 million to construct an emergency shelter, focusing on special needs sheltering.
    6. Keaton Beach Roads Paving Project – $7.5 million to pave and make stormwater improvements to Keaton Beach Drive, Dark Island Road, Marina Drive, Cedar Island Road, Ezell Beach Road, and Dekle Beach Road.
    7. Turner Road Stormwater and Road Project – $750,000 to implement stormwater improvements along Turner Road.
    8. Steinhatchee Road(s) Paving Project – $1 million to pave and make stormwater improvements to 4th and 5th Avenues NW.
    9. Kelly Grade Road Paving Project – $3.5 million to pave and make stormwater improvements to Kelly Grade Road.
    10. Henry Gibson Road Paving Project – $750,000 to pave and make stormwater improvements to Henry Gibson Road.
      The public hearing to provide citizens an opportunity to comment on the applications will be held September 2, 2025 at 6:00p.m. at the Taylor County Administrative Complex, 201 E. Green Street, Perry, Florida 32347. All agenda materials including Project Summaries will be available at www.taylorcountygov.com. Citizens will also be able to call in to the meeting for comment at 917-900-1022. The meeting access code is #32347. Please note this is not a toll-free number.     I. Project Scope

    1. Remove 1 existing shingle roof system down to the wood deck.
    2. Replace all rotten decking which includes replacing up to 100 feet of 3 sheathing of plywood.
    3. Re-apply nails on existing deck to code – 8d nail every 6 inches.
    4. Apply 1 layer of peel and stick, direct to deck underlayment.
    5. Install roof vents and new lead stack flashings over plumbing stacks
    6. Install galvanized eave drip metal to all eave lines and rakes.
    7. Install 16-inch galvanized metal to all valleys.
    8. Install new ASTM D7158 Class H shingles (or approved equal) with galvanized fasteners.
    9. Includes roof coping cap similar to existing coping — TBD (stucco, clay, metal).
    10. Clean-up and remove all job-related material upon completion.
    11. Include all permitting needed to achieve final inspection approval.
      II. Contract Time
      The contract time shall be 45 calendar days from the date of contract execution. The contractor will be required to return the executed contract to Amy Lovett, City of Perry Purchasing Officer and John Hart, City Manager, within 14 days of council approval. Time can be extended by mutual agreement of both parties.
      Contractor shall provide a construction schedule with the bid package detailing time frames/lines showing how the project will be constructed. The schedule will be taken into consideration in the bid review process and submitted bids without the schedule could be reason for a bid to not receive full consideration.
