County to request FDEP hold public meeting on Foley Cellulose permit

    Posted on February 6, 2026

As part of a draft permit that would allow Georgia-Pacific to move its Foley Mill discharge point near the Gulf to the former location close to the old mill site upstream of Hwy. 19 (Outfall D-001 above), the company would have to add two new monitoring sites (marked by red arrows). However, former Foley Mill Environmental Manager and consulting engineer Chet Thompson told the Taylor County Commission the draft permit does not require samples be taken when the mill is actually discharging water into the river — one of several “technical” issues he said he found in the permit.

The Taylor County Commission will request the Florida Department of Environmental Protection (FDEP) hold a public meeting on its draft permit that would allow Georgia-Pacific’s (GP) Foley Cellulose to move the discharge point of the now-closed mill’s treated effluent from the end of the pipeline near the mouth of the Fenholloway River back to its original discharge point near the mill site.
