County changes its emergency shelter policy after incident

The Taylor County Commission is implementing new policies for emergency shelters in the wake of a February incident in which a man staying at a warming center at Forest Capital Hall allegedly followed a nine-year-old girl into the bathroom during an Upward Basketball game and exposed himself.
