Hall will take seat on city council following Nov. 3 general election

Perry City Attorney Hope Demps Hughes has concluded the city charter allows newly-elected council members to take office at the first meeting after the election that decides their race — a legal opinion that differs from the one her predecessor gave the city four years ago.
