    The City of Perry, Florida requests proposals from qualified individuals or firms to provide one or more of the following services: 1) Planning/Application Preparation; and 2) Administration for a State of Florida Small Cities Community Development Block Grant (CDBG) under Federal Fiscal Year 2014. Grant Administration services include complete management (such as, but not limited to, financial management, minority business enterprise/contract reporting, record keeping, filing, request for funds, amendments and re-scoring if necessary, identifying potential conflicts of interest, attend monitoring visit and prepare response for any findings, fair housing, updating civil rights profile, labor standards, procurement of contractor and closeout documents) for the project. Proposals will be considered on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction of a public entity crime.
    Qualifications for each service must be described separately. Proposals for each of the services will be evaluated separately, using the following criteria:
    Planning/Application Preparation and Administration Services:
    (1) Experience with the Florida Small Cities CDBG Program; 20 points
    (2) Experience and capacity of management and staffing team; 20 points
    (3) Approach to task and management work plan; 20 points
    (4) Ability to become quickly familiar with local conditions and needs; 20 points
    (5) References: All CDBG projects for last three (3) years which you are responsible; 15 points planning/application and administration
    (6) Fee; 5 points planning/application and administration only
    (7) MBE/WBE shall prevail in the event of a tie
    Proposals for administration services must indicate a fee for the service, with an explanation of the basis for the fee. Fee may be quoted as lump sum, percentage or hourly rate and will be scored as 5% of the total ranking. Separate contracts will be awarded for each of the services. An original and eight (8) copies of sealed proposals, marked “CDBG ADMIN Services” must be received by 4:00p.m., Feb. 13, 2015 at Perry City Hall located at 224 S. Jefferson Street, Perry, Florida 32347. All mailed proposals shall be addressed to Bob Brown, City Manager, City of Perry, 224 S. Jefferson Street, Perry, Florida 32347. Additional Information may be obtained by calling Mr. Bob Brown at (850) 584-7161 ext. 117. Proposals will be opened as soon as possible after the submission deadline and evaluation and selection will occur in accordance with CDBG requirements at a time and place to be determined. The City Council of Perry, Florida reserves the right to reject any or all proposals, to waive any minor informalities or minor irregularities in the proposal process, all things being considered equal.     NOTICE is hereby given that the Board of County Commissioners, Taylor County, Florida, did at their regular meeting held on Tuesday, January 20, 2015, after due and proper Notice of Public Hearing, close and abandon the certain portions of or parts of the streets, alleys, or roads, located in Taylor County Florida, on behalf of Moon Maid Properties, LLC, whose address is P. O. Box 579, Perry, Florida 32348, as evidenced by the below Resolution in compliance with Chapter 336.10 Florida Statutes:
    RESOLUTION
    BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF TAYLOR COUNTY, FLORIDA:
    That, pursuant to the Notice of Proceedings for Closing of Streets duly published according to law, proof of publication of which is attached hereto and made a part hereof, a hearing was duly held at 6:00 o’clock p.m. on the 20th day of January, A.D. 2015, to consider and determine whether or not the County would vacate, abandon, discontinue, and close certain roads in Taylor County, Florida, more particularly described in the proof of publication attached hereto.  At the time and place set for said hearing, all persons interested were given the opportunity to be heard.  The Board of County Commissioners of Taylor County, Florida, determined that the proposed action of vacating, abandoning, discontinuing, and closing certain roads herein more particularly described will not deprive any person of a reasonable means of ingress and egress to his premises and will not materially interfere with the Countyís road system.
    That, the certain roads herein described be, and the same is hereby, vacated, abandoned, and discontinued and the Board of County Commissioners hereby renounces and disclaims any right of the County and public in and to any land or interest therein contained in the certain roads in Taylor County, Florida, more particularly described as:
    That portion of a platted roadway being located south of Block ìGî of Hugh J. Granger Re-Subdivision of Block 9 of the Steinhatchee Subdivision.  A map or Plat of Hugh J. Granger Subdivision being on record in the office of the Clerk of the Circuit Court of Taylor County, Florida, in Plat Book 1, Page 95.
    All that portion of said roadway located south of Block ìGî of said subdivision and lying west of platted canal.
    This resolution shall take effect when the original hereof, together with a copy of the proof of publication of the adopted Resolution has been filed with the Clerk of the Circuit Court for recording in the Public Records of Taylor County, Florida.
    DULY ADOPTED in regular session, this 20th day of January, A.D., 2015.

    NOTICE OF PUBLIC HEARING
    CONCERNING AN AMENDMENT TO THE
    CITY OF PERRY LAND DEVELOPMENT REGULATIONS
    BY THE PLANNING AND ZONING BOARD OF THE CITY OF PERRY, FLORIDA, SERVING ALSO AS THE LOCAL PLANNING AGENCY OF THE CITY OF PERRY, FLORIDA, NOTICE IS HEREBY GIVEN that, pursuant to Sections 163.3161 through 163.3248, Florida Statutes, as amended, and the City of Perry Land Development Regulations, as amended, hereinafter referred to as the Land Development Regulations, objections, recommendations and comments concerning the amendment, as described below, will be heard by the Planning and Zoning Board of the City of Perry, Florida, serving also as the Local Planning Agency of the City of Perry, Florida, at a public hearing on February 2, 2015 at 5:30 p.m., or as soon thereafter as the matter can be heard, in the City Council Meeting Room, City Hall located at 224 South Jefferson Street, Perry, Florida.
    LDR 15-01, an application by the City Council amending the text of the Land Development Regulations by amending Sections 4.5.2, 4.6.2, 4.7.2, 4.8.2, 4.9.2, and 4.10.2 entitled Permitted Principal Uses and Structures to add the keeping of horses, including stables and associated structures, which lawfully existed within the district on the date of adoption of these land development regulations; by amending Sections 4.5.3,  4.6.3, 4.7.3, 4.8.3, 4.9.3, and 4.10.3 entitled Permitted Accessory Uses and Structures to add the keeping of horses, including stables and associated structures, which lawfully existed within the district on the date of adoption of these land development regulations; and by amending Sections 4.5.4,  4.6.4, 4.7.4, 4.8.4, 4.9.4, and 4.10.4 entitled Prohibited Uses and Structures to exclude the keeping of horses as a prohibited use where it is specifically permitted or permissible.
    The public hearing may be continued to one or more future dates.  Any interested party shall be advised that the date, time and place of any continuation of the public hearing shall be announced during the public hearing and that no further notice concerning the matter will be published, unless said continuation exceeds six calendar weeks from the date of the above referenced public hearing.
    At the aforementioned public hearing, all interested parties may appear to be heard with respect to the amendment.
    Copies of the amendment are available for public inspection at the Office of the City Manager, City Hall located at 224 South Jefferson Avenue, Perry, Florida, during regular business hours.
    All persons are advised that if they decide to appeal any decision made at the above referenced public hearings, they will need a record of the proceedings, and that for such purpose they may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

    Big Bend Water Authority has been awarded state appropriated grant funds for sewer hookups to our existing system. If you are located in Steinhatchee or Jena and are interested in hooking up your existing home to the BBWA community sewer system please contact our office to find out if your property qualifies.  You must be a BBWA water customer and there will be a monthly minimum sewer charge of 41.57 for all residential sewer customers.
