Early Notice and Public Review of a Proposed Activity in 100-Year Floodplain and Wetland
To: All interested Agencies including all Federal, State, and Local, Groups and Individuals
This is to give notice that the U.S. Department of Housing & Urban Development (HUD), under 24 CFR Part 50 has determined that the following proposed action (development), under Section 221(d)(4) New Construction of the National Housing Act is located in a 100-year floodplain and wetland and HUD will be identifying and evaluating practicable alternatives to locating this development in the floodplain and wetland areas and the potential impacts on those floodplains and wetlands from the proposed development, as required by Executive Orders 11988 and 11990, and in accordance with HUD regulations at 24 CFR 55.20 Subpart C “Procedures for Making Determinations on Floodplain Management and Protection of Wetlands”.
The subject property, proposed to be developed as Prospect at Byron Butler, is located at 2640 South Byron Butler Parkway in Perry, Taylor County, Florida (Latitude 30° 5’ 21.09”N, Longitude 83° 34’ 13.33”W). The project site consists of a total of approximately 20.22 acres of undeveloped wooded land with a property use code of “AG Timberland #3”. It is proposed for development of a multifamily housing development consisting of 80 individual market rate apartment units. It will consist of five residential apartment complexes, a clubhouse, maintenance building and an outdoor swimming pool. The portion of the site proposed for development encompasses 7.6 acres.
According to FEMA Flood Insurance Rate Map (FIRM) No. 12123C-0379D, dated May 4, 2009, the majority of the subject property is located within Zone X, and designated as an area outside of the 100 and 500-year floodplains and the flood potential for the majority of the property is minimal. However, the western portion of the subject property is located in Zone AH, defined as areas within the 100-year floodplain. While the FEMA FIRM shows a total onsite area within the 100-year floodplain of approximately 3.55 acres, the topographical survey shows that only 0.39+/- acre, located near the northwestern tip of the project site, is actually below the Base Flood Elevation (BFE) of 37.34 feet. Natural functions and beneficial values of floodplains that may be impacted by the proposed development include flow attenuation and storage of stormwater and flooding events, provision of habitat for flora and fauna, aesthetics, flood management.
A 2017 wetland delineation report documents an isolated wetland of approximately 0.26 acres, centered within the previously mentioned portion of the site that is below the BFE. Natural functions and beneficial values of wetlands, which may be impacted by the proposed development, include support of biological diversity, habitat and breeding grounds for rare biota, biogeological cycling, atmospheric maintenance, hydrologic cycling, and water quality improvement.
There are three (3) primary purposes for this notice. First, people who may be affected by activities in floodplains and/or wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplains and/or wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk.
Written comments must be received by HUD at the following address on or before June 2, 2018. NOTICE OF PUBLIC HEARING
Notice is hereby given that the Board of County Commissioners of Taylor County, Florida, will hold a public hearing at the Taylor County Administrative Complex, 201 East Green Street, Perry, Florida 32347, on June 4, 2018, at 6:00 p.m., or as soon thereafter as possible, to hear an appeal to a decision made by the Taylor County Planning Board approving a setback variance granted to Mr. Spencer Barrett located at 2402 Bell Drive NE, in the Ancient Oaks Subdivision in Steinhatchee, Florida. This Notice shall be advertised and the Notice shall also be sent to all parties involved. At the hearing, any party may appear in person or by agent or attorney.
The appeal may be inspected by the public at the Planning Department at the Taylor County Administrative Complex, 201 East Green Street, Perry, Florida 32347.
The public hearing may be continued to one or more dates. Any interested party shall be advised that the date, time and place of any continuation of the public hearing shall be announced during the public hearing and that no further notice concerning the matter will be published.
All members of the public are welcome to attend. Notice is further hereby given, that pursuant to Florida Statute 286.0105, that any person or persons deciding to appeal any matter considered at this public hearing will need a record of the hearing and may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

NOTICE OF REQUEST FOR PROPOSALS FOR OLD HOSPITAL ASBESTOS ABATEMENT
The Taylor County Board of County Commissioners is soliciting sealed proposals for asbestos abatement/removal on the 2-story medical building and 1-story support services building at the Taylor County Old Hospital site located at 407 E Ash Street, Perry, Florida 32347.
Qualified firms or individuals desiring to provide the required services must submit the proposal packages in a sealed envelope or similar package marked “Sealed Proposal for Old Hospital Asbestos Abatement” to the Clerk of Court, 1st Floor Courthouse, 108 North Jefferson Street, Suite 102, Perry, Florida 32347, to arrive no later than 4:00 P.M., local time, on Friday, July 13, 2018. All proposals MUST have the respondent’s name and mailing address clearly shown on the outside of the envelope or package when submitted. Proposals will be opened and respondents announced at 9:00 A.M. local time, or as soon thereafter as practical, on Tuesday, July 17, 2018, in the Taylor County Administrative Complex, Old Post Office, 201 East Green Street, Perry, Florida 32347.
Proposal information MUST be obtained from the Building Department located at the Administrative Complex, 201 East Green Street, Perry, Florida 32347.
Required Proposal information:
1. Firm Overview – Provide firm information including, but not limited to, Physical Address, Date Established, Key Project Personnel, Current Insurance Coverages, and Ability to Provide Requested Services.
2. Prior Related Experience – Project Examples for last five years for which similar services have been provided. For each project, indicate (1) Project Name and Location, (2) Description of Project, (3) Owner Name, Address and Contact information, (4) Cost of Work and (5) Date Completed.
3. Scope of Work – Proposal detail. Refer to Asbestos Renovation Survey available from the Taylor County Administrative Complex for suggested scope of work.
4. Fee – Proposed pricing for asbestos abatement and any required demolition.
5. Project Timeline – Provide timeline outlining proposed starting date, estimated length of project, and date of completion.
The County reserves the right, in its sole and absolute discretion, to reject any or all proposals, to cancel or withdraw this request for proposals at any time and waive any irregularities in the proposal process. The County reserves the right to award any contract to the respondent which it deems to offer the best overall service; therefore, the County is not bound to award any contract based on the lowest quoted price. The County, in its sole and absolute discretion, also reserves the right to waive any minor defects in the process and to accept the proposal deemed to be in the County’s best interest. The County, in its sole and absolute discretion, also reserves the right to assign a local business preference in a maximum amount of five (5) percent of the proposed price(s), under the conditions set forth in Ordinance 2003-12. No faxed proposals will be accepted.
