Any momentum gained by bidding out the downtown canopy project came to a screeching halt when officials — at first pleased with the lower-than-expected-price tag — realized the bidder failed to include one major element of the plan, which could drive the initial cost substantially higher.
Additional confusion set in when council members balked after learning of an additional estimated $40,000 cost in maintenance for assuming ownership of Jefferson Street (a necessary step in order for the canopy project to proceed).
