Phelps appointed to serve as circuit’s state attorney

Former longtime assistant state attorney David Phelps was sworn in Monday as acting state attorney for the Third Judicial Circuit by Chief Judge Mark E. Feagle.

Phelps’ appointment was announced Sunday by Feagle and comes in the wake of State Attorney Jeff Siegmeister’s abrupt resignation last week.
