Although city officials have long refused to do so, the city council is not legally prohibited from using unrestricted cash reserves to balance its budget, according to an opinion provided by City Attorney Ray Curtis.
In contrast to a long-standing practice that has placed cash reserves off-limits for balancing recurring city budget shortfalls, the city council has indicated it will pull $131,651 from unrestricted reserves to help cover a $343,738 budget shortfall this coming budget year.
