The administration of the estate of JERSI DIOR MCKNIGHT, deceased, whose date of death was August 9, 2021; File Number 2021-CP-649, is pending in the Circuit Court for TAYLOR County, Florida, Probate Division, the address of which is 108 North Jefferson Street, #102, Perry, Florida 32348. The names and addresses of the personal representative and the personal representative’s attorney are set forth below.
All creditors of the decedent and other persons having claims or demands against decedent’s estate, on whom a copy of this notice is required to be served, must file their claims with this court WITHIN THE LATER OF 3 MONTHS AFTER THE TIME OF THE FIRST PUBLICATION OF THIS NOTICE OR 30 DAYS AFTER THE DATE OF SERVICE OF A COPY OF THIS NOTICE ON THEM.
All other creditors of the decedent and other persons having claims or demands against decedent’s estate must file their claims with this court WITHIN 3 MONTHS AFTER THE DATE OF THE FIRST PUBLICATION OF THIS NOTICE.
ALL CLAIMS NOT FILED WITHIN THE TIME PERIODS SET FORTH IN SECTION 733.702 OF THE FLORIDA PROBATE CODE WILL BE FOREVER BARRED. NOTWITHSTANDING THE TIME PERIOD SET FORTH ABOVE, ANY CLAIM FILED TWO (2) YEARS OR MORE AFTER THE DECEDENT’S DATE OF DEATH IS BARRED.

Legal Notice Request for Qualifications
The City of Perry, Florida requests qualification packages from qualified individuals for the FFY 2021 and/or FFY 2022 Small Cities CDBG application cycles or firms to provide professional engineering services for Department of Environmental Protection State Revolving Fund (DEP SRF) water and sewer system improvement project(s) and engineering services for other projects on a continuing contract basis. Services for a continuing contract may be negotiated on an as-needed basis, separately from DEP SRF or other contract(s).
Engineering services may include planning, funding assistance, engineering design, surveying, permitting, bidding, construction administration, and resident observation services.
Qualification packages for the above-referenced services will be considered on an equal competitive basis and will be evaluated in accordance with the requirements of Florida Statute 287.055, the Consultants’ Competitive Negotiations Act (CCNA), using the following criteria:
(1) Knowledge of State and Federal Regulations Governing the DEP SRF Program as well as Other Grant Programs (20 points)
(2) Experience with Grant Projects Funded through DEP SRF, CDBG, USDA RD, and WMDs (20 points)
(3) Experience with Municipal Water and Wastewater Projects (25
points)
(4) Management and Staffing (25 points)
(5) Familiarity or Ability to Become Familiar with Local Conditions (10 points)
Engineering fees will be negotiated after ranking, in compliance with the Florida Consultants’ Competitive Negotiation Act.
Six (6) copies of sealed qualification packages marked “RFQ for Professional Engineering Services” must be received by 3:00 p.m., May 20, 2022 at City Hall 224 S. Jefferson St. Perry, Fl 32060, Finance Director’s Office.
Proposals will be opened as soon as possible after the submission deadline and evaluation and selection will occur in accordance with CDBG requirements at a time and place to be determined.
The City of Perry, Florida reserves the right to reject any or all proposals, to waive any minor informalities or minor irregularities in the proposal process, all things being considered equal.
