City hammers out balanced budget

Using a combination of revised revenue projections, federal grant funds, cuts to major capital purchases and 5% water and sewer rate increases, the city council eliminated a $1.3 million budget deficit Monday night and is now poised to adopt a balanced budget without dipping into reserves for a second straight year.
