Curtis says council can adjust city utility rates by resolution

Citing examples of other cities in Florida operating in the same manner, as well as a lack of case law, legal opinion or judicial challenges, City Attorney Ray Curtis has informed the city council he believes it is legal to continue setting utility rate increases by resolution instead of by ordinance.
