‘You are manipulating numbers’

City Councilman Bill Brynes clashed with city staff repeatedly during the city’s June 27 meeting, describing an accounting proposal from City Finance Director Penny Staffney as “cooking the books” and “manipulating” the city’s financial statements and rejecting input from City Attorney Hope Demps.
