Store owners to be fined for abandoned shopping carts along city streets?

Shopping carts are among those commonplace items that most people don’t give a second thought to using.

However, for the Perry City Council, the horde of carts abandoned along city streets has been an eyesore it wants addressed.

Members took the first steps Tuesday, Feb. 26, to begin crafting an ordinance which would lay responsibility for the buggies at the feet of both those who steal the carts from local stores and store owners who decline to prosecute the offenders.
