    NOTICE
    Pursuant to Section 2.13(B) of the City Charter of the City of Perry, Florida, notice is hereby given that the City Council had Introduction and First Reading on Ordinance No. 1044 on September 9, 2024, in the City Council Chambers, 224 S. Jefferson Street, Perry, Florida. A Public Hearing and Final Reading on Ordinance No. 1044 is scheduled for September 24, 2024, in the City Council Meeting Room, located at 224 S. Jefferson Street, Perry, Florida at 5:00 p. m. or as soon thereafter as possible. The public hearing may be continued to a future date at the meeting, without further legal notice in the local newspaper.
    Any interested persons may appear and be heard on the aforementioned public hearing date. Notice is also given, pursuant to Florida Statutes 286.0105 that any person deciding to appeal any decision of the City Council with respect to any matter considered at the meeting will need a record of that meeting and may need to ensure that a verbatim record of the proceeding is made, which record includes the testimony and evidence upon which the appeal is to be heard.

    NOTICE TO RECEIVE SEALED BIDS TAYLOR COASTAL WATER & SEWER DISTRICT WATER SYSTEM IMPROVEMENTS PROJECT 8-INCH WELL CONSTRUCTION BID.
    This project consists of the Taylor Coastal Water System Improvements located at 18780 Beach Road, Perry FL 32348.

    An optional pre-bid meeting will be held for the bidding contractors at TAYLOR COASTAL WATER AND SEWER DISTRICT (hereinafter called the “OWNER”) 18820 Beach Road, Perry 32348 on September 11, 2024 a site visit will be immediately following the meeting.
    Bids will be received until 10:00 a.m. EDT, September 24, 2024 , at the Taylor Coastal Water and Sewer District, 18820 Beach Road, Perry Florida 32348, and will be opened and read aloud. All Bids shall be submitted in a sealed envelope clearly marked for “Taylor Coastal Water and Sewer District – Water System Improvements 8-inch Well Construction”. A Bid Bond or Cashier’s Check in the amount of 5% of Bid shall accompany Bid. The OWNER reserves the right to reject any and all bids. The OWNER also reserves the right to reject contractors who do not meet the minimum required standards and are not qualified to perform the work. All Bids shall be firm for a period of 90 days after opening. This includes material prices. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes.
    All bidders shall comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida.
    Respondents to this solicitation or persons acting on their behalf may not contact between the release of the solicitation and the end of the 72-hour period following the agency posting the notice of intended award, excluding Saturdays, Sundays, and holidays, any employee or officer of the executive or legislative branch concerning any aspect of this solicitation, except in writing to the procurement officer or as provided in the solicitation documents. Violation of this provision may be grounds for rejecting a response.
    The District shall award the contract to the lowest responsive and responsible bidder.

    REQUEST FOR PROPOSAL FOR
    CONSTRUCTION MANAGEMENT SERVICES FOR Big Bend Technical College
    Taylor County School District
    I. INTRODUCTION
    Taylor County School District is requesting written proposals from qualified construction firms to provide professional At-Risk Construction Management Services for the Budgeting and Construction Phase on the proposed Manufacturing Instructional Facility at Big Bend Technical College.
    II. It is the District’s intention to employ the Construction Firm at Risk to provide overall Project Construction Management, including Pre-Construction Services, Cost Benefit Studies, Information Management, Construction for Scope of Work and overall Project Management during the Construction on a cost plus a fee basis, with a guaranteed maximum price.
    III. PROPOSAL INSTRUCTIONS AND GENERAL INFORMATION
    Proposal Submissions: Submit seven (7) copies of a written proposal no later than 1:00 PM CST on October 1, 2024.

    Proposals must be responsive to the requirements and questions of the Request for Proposal.
    Reservations: Taylor County School District reserves the right, during the entire process, to reject any and all proposals, to negotiate changes in the new scope of work or services to be provided, and to otherwise waive any technicalities or informalities.
    Method of Selection: Proposals will be reviewed by the construction management review committee, which has been appointed by the Taylor County School Board. The construction management review committee shall review the qualifications (which shall include, but are not limited to, the eight items listed below) ofinterested firms. Subsequently, the construction management review committee shall develop a short list of firms. The short listed firms could be invited to make presentations to the construction management review committee. Following the presentations or evaluation of qualifications, the construction review committee shall make a recommendation to the school board. Upon acceptance of the recommendation from the construction management review committee, the Taylor County School Board may enter into negotiations or entertain bids with the selected construction management firm.

    1. Company name and length of time in business.
    2. Company location.
    3. Availability of time to start and complete project within Owner’s requirements.
    4. Insurance carrier and applicable coverage.
    5. Qualifications of staff to be utilized on this project with names, short resumes, length of time with firm and previous clients served.
    6. Names of five (5) previous School Clients with phone numbers and contact person.
    7. Description of previous experience, to include budget, final cost, time schedule, change orders, etc.
    8. Experience working on an occupied school campus.
      Request for information shall be in writing. Please do not contact the school board or district staff. Refer all requests to Clemons, Rutherford & Associates, Inc. (CRA), Attention: Brian Yarbrough 2027 Thomasville Road, Suite 201, Tallahassee, FL 32308. A Pre-proposal Conference may be scheduled by CRA at a later date. Any person employed by a firm submitting a proposal is forbidden to contact directly or indirectly the Superintendent, Board member, or staff member of Taylor County Schools. Violation of this prohibition will result in the firm’s proposal being rejected and the firm being disqualified from the review and selection process.
