    Commence at the NE corner of Lot 1, Unit 3, Keaton Beach Subdivision as Recorded in Plat Book 1, Page 108 of the public records of Taylor County, Florida, thence run N 0° 46’ 30” W 50 feet for the POINT OF BEGINNING; thence run S 89° 13’30” W 100 feet; thence run N 0° 46’ 30” W 50 feet; thence run N 89° 13’ 30° E 100 feet; thence run S 0° 46’ 30” E 50 feet to the POINT OF BEGINNNING.)

    Begin at a found 5/8” iron rod and cap (illegible) at the Northeast corner of Lot 1, Keaton Beach Subdivision Unit 3, as recorded in Plat Book 1, Page 108 of the public Records of Taylor County, Florida, said point lying on the Westerly right of way line of Keaton Beach Drive, thence continue along said Westerly right of way line North 00 degrees 29 minutes 05 seconds West for 50.12 feet to a found 5/8” iron rod; thence leaving said Westerly right of way line, run South 89 degrees 35 minutes 11 seconds West for 99.96 feet to a found 1/2” iron rod to a point of intersection with the Easterly right of way line of a Canal as recorded in ORB 307 Page 492 of The Public Records of Taylor County, Florida, thence along said Canal right of way run South 00 degrees 13 minutes 25 seconds East for 50.22 feet to a found 1/2” iron rod; thence leaving said Canal right of way run North 89 degrees 31 minutes 35 seconds East of 100.18 feet to the POINT OF BEGINNING. Described Parcel containing 0.115 acres more or less and lying in Taylor County, Forida.

    NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

    These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Florida Housing Finance Corporation (FHFC).
    REQUEST FOR RELEASE OF FUNDS
    On or about March 17, 2026 the FHFC will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships Program (HOME) funds under 24 CFR Part 92 under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA), in accordance with Section 288 (42 U.S.C. 12838) to undertake a project known as Sandcastle Preserve located near intersection of Park Street East and Jefferson Street, Perry, Taylor County, Florida 32348. The Sandcastle Preserve project will consist of the new construction of 23 duplexes located within 12 residential buildings. All units will be equipped with four bedrooms and two bathrooms. The demographic commitment is family. The purpose of the project is to address the unmet recovery needs resulting from Hurricane Idalia with a focus on long-term recovery, housing restoration, and community resilience, particularly for low- and moderate-income populations within Taylor County. The approximate total development cost is $8,664,822. Funding Sources include a HOME Investment Partnership Program (HOME) in an amount up to $6,665,019 and a State Apartment Incentive Loan (SAIL) in an amount up to $1,750,000. As stipulated by HUD, an Environmental Review is required of the subject property according to 24 CFR Part 58.
    FINDING OF NO SIGNIFICANT IMPACT
    The Florida Housing Finance Corporation has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Florida Housing Finance Corporation, 227 North Bronough Street, Suite 5000, Tallahassee, FL 32301-1329, and may be examined or copied weekdays between 9:00 A.M to 4:00 P.M.
    PUBLIC COMMENTS
    Any individual, group, or agency may submit written comments on the ERR to the Florida Housing Finance Corporation, 227 N Bronough St, Suite 5000, Tallahassee, FL 32301, Attention: Ms. Angeliki Sellers or via e-mail at ERRComments@floridahousing.org. All comments received by March 16, 2026, will be considered by the FHFC prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
    ENVIRONMENTAL CERTIFICATION
    The Florida Housing Finance Corporation certifies to U.S. Department of Housing and Urban Development (HUD) that Ms. Angeliki Sellers, in her capacity as Chief Financial Officer of the Florida Housing Finance Corporation, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Florida Housing Finance Corporation to use Program funds.
    OBJECTIONS TO RELEASE OF FUNDS
    HUD will accept objections to its release of fund and the Florida Housing Finance Corporation’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Florida Housing Finance Corporation; (b) the Florida Housing Finance Corporation has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to CPDRROFJKV@hud.gov or written submission to U.S. Department of Housing & Urban Development, Community Planning & Development Division, Jacksonville Field Office, Attention: CPD Environmental Review, 400 W. Bay Street, Suite 1015, Jacksonville, FL 32202. Potential objectors should contact the HUD Jacksonville Field Office at the same email address at CPDRROFJKV@hud.gov to verify the actual last day of the objection period.
