City council adopts updated tax incentives for ‘The Grove’

Two months after a contentious debate over tax incentives for The Grove at Perry apartment complex, the Perry City Council has now formalized the deal — unanimously adopting an ordinance that repeals all prior agreements and makes a recent June 2026 contract the final authority for the tax reimbursement arrangement.
