    Request for Proposals (RFP)
    Grant/Loan Program Management and Project Delivery Services
    2014 through 2017 SHIP Program Grant(s) and Related Programs
    Taylor County requests proposals from individuals or firms to provide the following services for grant funded projects in the 2014 through 2017 Fiscal Funding Year(s): SHIP Program Administration, Management and Project Delivery Services.  The County anticipates receiving SHIP funding from the State of Florida through Florida Housing Finance Corporation to assist in meeting the Countyís very low, low, and moderate income housing needs.  Similarly, additional services may be included in the contract(s) for services on an ongoing basis to be covered by other grant, loan or traditional funding sources at the discretion of the Taylor County Board of County Commissioners. Such sources of funding shall be sought, developed and leveraged by the selected firm(s) or individual(s), as applicable and available.  Additional information concerning the proposed services being requested and the ranking criteria to be used to evaluate the proposals may be obtained from Melody Cox, Grants Director, at 850-838-3553 or at melody.cox@taylorcountygov.com.  The information can also be obtained from the County’s website: http://www.tayorcountygov.com. An original and five (5) copies of sealed proposals, marked SEALED PROPOSAL FOR 2014-2017 GRANT SERVICES must be received by 4:00 p.m. local time on Friday, August 1, 2014. All RFP’s must be sealed and clearly marked with the respondent’s name and address on the outside of the envelope or package when submitted. Unmarked envelopes will be rejected and will not be opened. No faxed RFP’s will be accepted. Bids will only be received at:

    A Public Opening of the RFP’s is scheduled for Monday August 4, 2014 at 6:00PM local time at 201 E. Green Street, Perry, FL  32347. The RFP’s will be opened during a regularly scheduled Board of Commissioners meeting at the discretion of the Board. Presentations by those submitting RFP’s will be scheduled and given at a later date at a regularly scheduled Board of Commissioners meeting.
    The County reserves the right, in its sole and absolute discretion, to reject any or all RFP’s, to cancel or withdraw this solicitation at any time and waive any irregularities in the RFP process. The County reserves the right to award any contract to the respondent which it deems to offer the best overall service; therefore, the County is not bound to award any contract(s) based on the lowest quoted price. The County, in its sole and absolute discretion, also reserves the right to waive any minor defects in the process and to accept the proposal deemed to be in the Countyís best interest.
