Holtons settle horse debate after 8 months?

It has been eight months since Tonya and Stacy Holton were initially cited for having horses on their property within the city limits in violation of current zoning and land use regulations.

In the interim, the couple unsuccessfully petitioned the city council to redress the violation, claiming actions taken by a prior council allowed the horses to be “grandfathered in.”
