    Death row: Meeks raises issue of mental retardation

    On March 14, Douglas A. Meeks will mark his 38th year on Florida Death Row.

    In those decades, he has filed numerous appeals and has been granted three stays of execution.
    As his fourth decade in prison approaches, Meeks’ case continues to snake its way through the court system.

    Just a few weeks ago, Circuit Judge Greg Parker presided over a status conference to review where Meeks’ current appeal stands and signed an order for an examiner to review Meek’s mental capacity.
